Camera1: Don't assume ANTIBANDING_AUTO support

Camera2 does not mandate support for ANTIBANDING_MODE_AUTO, it's also
acceptable to list 50Hz and 60HZ manual selection instead.

Update the camera1 shim to set the initial ANTIBANDING mode based on
what the HAL actually reports as supported.

Test: atest CtsCameraTestCases continues to pass on oriole
