stagefright: Allow compatibility with ICS EGL for OMX

QCOM uses the OMX_QCOM_COLOR_FormatYUV420PackedSemiPlanar64x32Tile2m8ka
format for video buffers, which in ICS was "translated" into a different
gralloc format (0x108, HAL_PIXEL_FORMAT_YCbCr_420_SP_TILED)

JB uses the same value for both the buffer format and the pixel format,
which the ICS Adreno libraries don't recognize. If using such libraries,
enable the conversion with the QCOM_ICS_COMPAT CFLAG
