MediaMetrics: Move LimitProcessMemory to libmediautils 

Eliminates the need for libmedia in media.metrics, cutting
RSS nearly in half.

Test: adb shell showmap '$(pgrep -f media.metrics)'
Test: adb shell showmap '$(pgrep -f media.extractor)'
