Revert "audio: audiopolicy ADAPTS to google cl 3455328"

This reverts commit 5f22555e.

Reason for revert: Bluetooth headset in voice call use case is broken.

The change modifies logic in a "aidl2legacy_" utility function but
changed the static productStrategyMap's key to "legacy" strategy
ids, which looks wrong from the intention of this function.
