libstagefright: enable smoothstreaming in ACodec 

Enable smoothstreaming mode from ACodec
 - To handle stride change along with crop notification,
   notify NativeWindow with update-buffer-geometry
 - Enable smoothstreaming by-default based on the flag
   TARGET_ENABLE_DEFAULT_SMOOTHSTREAMING
