AudioFlinger: avoid doing balance before downmixing 

If both mMixerBufferValid and mEffectBufferValid are valid, do balance
and downmix on mEffectBuffer.

Test: mm libaudioflinger
Test: Enable mono, balance and adaptive sound. Play music in YTMusic.
