audio: Add support for non-pcm VOIP vocoders 

- Add support for non-pcm VOIP vocoders
- non-pcm vocoders use AUDIO_SOURCE_VOICE_COMMUNICATION
  as inputSource. Add check to verify inputSource and
  then configure framecount accordingly
