FilterWrapper: propagate ParamReflectors to the wrapper component

FilterWrapper to query param reflectors from both
the component and the filter, so that if the filter defines
a parameter that the component does not describe,
the framework can still recognize the parameter.

In addition, add a vendor control parameter to the sample plugin as a demonstration.
