audio policy: fix mapping of legacy routing strategy name to id

Always use the AIDL strategy IDs when converting from legacy strategy
name to strategy ID. This avoid implicit use of legacy strategy enum
values as IDs in HAL imlementations

Always use AIDL srategy IDs in the configuration domain including
default strategy definitions to avoid overlap with AIDL strtegy IDs.
