MediaMetrics: Tune garbage collection 

Reduce thresholds for garbage collection.
Track the number of gcs in the dumpsys.

Test: 30x repeated invocation of AudioTrackTest
Test: adb shell showmap '$(pgrep -f audioserver)'
Test: adb shell dumpsys media.metrics --all
