Enable cfi avc libraries

Test: ran atest DecoderConformanceTest, ImageReaderDecoderTest,
VideoDecoderPerfTest, VideoEncoderTest.  Compare the
before and after enabling CFI results since there was a number of tests
that were initially failing.
