libaudiohal@aidl: Postpone clip transitions until V5.

There are concerns that HAL vendors may not be able
to properly implement EOS reporting for compressed
streams until the Core API V5 release. Thus, extend
optional clip transition support based on the value
of `aosp.clipTransitionSupport` vendor parameter.
