Fix heremticity issues in soong target_files.zip

Some of the inputs to this file were not added to inputs, causing errors
in clean builds.

Test: rm -rf out && m out/soong/.intermediates/build/soong/fsgen/aosp_cf_x86_64_phone_generated_device/android_x86_64_silvermont/target_files.zip
