Remove the internal selector module created by prebuilt_apex

Since the deapex actions have been moved to the top-level apex, this
internal module is no longer neessary.

Test: go test ./apex
Test: lunch cf_x86_64_phone-next-userdebug (uses mainline prebuilts)
