Adapt Soong mutators to blueprint.TransitionInfo 

Blueprint now uses a blueprint.TransitionInfo object to pass the
configuration through transitions.  Adapt all the existing mutators
whose configuration is a string to blueprint.TransitionInfo via a
variationTransitionMutatorAdapter.
