Specify boot image format to be lz4hc 

Reduce boot image space taken from 28803072B -> 9572352B (-20MB).

No reason to have this be configurable yet.

Test: ls -l $OUT/system/framework/*/apex*.art | awk '{s += $5} END {print s}'
