Add LOCAL_GROUP_STATIC_LIBRARIES

Set LOCAL_GROUP_STATIC_LIBRARIES := true to group the static libraries,
in case we need gcc flags "-Wl,--start-group" and "-Wl,--end-group" to
fix circular references.
