Reland: "base_system: Add lpmodify to PRODUCT_PACKAGES_DEBUG"

Add lpmodify to the system image for userdebug
and eng builds. This adds ~53kB to the image size
when built for x86.

Reland of I4563ee83477596d786033a012556fec6eeb743de
with fix for android_gsi modules.
