Export PRODUCT_PACKAGES_* to Soong

To incorporate installing modules listed in PRODUCT_PACKAGES_*. Note
that PRODUCT_PACKAGES_TESTS is not exported, as it is not used anywhere
(filter condition is never true). PRODUCT_PACKAGES_TESTS may be removed
altogether in a follow up change.
