Use proguard.jacoco.flags for EMMA_INSTRUMENT_STATIC 

Add proguard.jacoco.flags whenever EMMA_INSTRUMENT_STATIC is set
so that com.vladium.emma.rt.RT is not stripped.

Test: m EMMA_INSTRUMENT=true EMMA_INSTRUMENT_STATIC=true
