Add $(TARGET_DEVICE_DIR)/system.prop to be a prerequisite

If $(TARGET_DEVICE_DIR)/system.prop exists, it should be
a prerequisite of $(INSTALLED_BUILD_PROP_TARGET),
as the following rules state.
