Enable BOARD_USES_GKI on aosp_arm64 

Enable BOARD_USES_GENERIC_KERNEL_IMAGE := true. In addition:
- Disable recovery_as_boot
- Disable recovery (PRODUCT_BUILD_RECOVERY_IMAGE=false)

Test: builds, and mmma packages/modules/Gki
