Support path exclusion for native coverage. 

Specify list of paths to exclude from coverage instrumentation.

Test: make NATIVE_COVERAGE=true COVERAGE_PATHS=hardware/interfaces
COVERAGE_EXCLUDE_PATHS=hardware/interfaces/graphics
