Remove unnecessary dependency on updater

Only add updater(a non-AB) dependency if target is explicitly
configured as non-AB(AB_OTA_UPDATER=false). For AB targets, or
SDK targets(which do not set AB_OTA_UPDATER at all), this
dependency is removed.

Test: build sdk_car_arm64-trunk_staging-userdebug
