kernel: allow toolchain prefix to be overridden 

Allow the toolchain prefix defined in BoardConfig.mk to be overridden
via by setting KERNEL_TOOLCHAIN_PREFIX (alongside KERNEL_TOOLCHAIN) to
compile with an alternate toolchain.
