Add support for custom per-target boot.img target.

Adds a variable, BOARD_CUSTOM_BOOTIMG_MK, which points to a
makefile to include to define rules for INSTALLED_BOOTIMAGE_TARGET
and INSTALLED_RECOVERYIMAGE_TARGET.
