build: Cleanup CPU-specific optimizations 

 * TARGET_ARCH_CPU_VARIANT was a Linaro thing. Now that Android
   introducted TARGET_CPU_VARIANT, we should use this instead.
 * Added CFLAGS for Krait and Scorpion after the cleanup.
