Move BOARD_EXT4_SHARE_DUP_BLOCKS to BoardConfigMainlineCommon.mk

BOARD_EXT4_SHARE_DUP_BLOCKS can reduce the image size. Move it to
BoardConfigMainlineCommon.mk to apply on all mainline based
targets.
