envsetup: new function cmka

- The build system adds a clean-<module> target
  for each module / package.
- This utilizes that and cleans and builds using mka.
- If no argument is supplied, it runs "mka clean".
- If argument is (bacon|otapackage|systemimage), it
  runs installclean.
