Change the logic of checking if open source notice should be displayed

For APKs embedded in a APEX there are no install files and noticeindex.InstallPaths() returns empty list. So instead of checking hash of opensourcerequest in license hashes of install paths we check it in all license hashes of a module and its transitive dependencies.
