Package NOTICE files and record LOCAL_PATHs

Copy the NOTICE files for VNDK shared libs from
$(TARGET_OUT_NOTICE_FILES).
Create module_paths.txt to record the LOCAL_PATH for VNDK shared
libs. The LOCAL_PATH values are needed to read the SHA value
of a library's git project from manifest.xml.
