Add a new ANALYZER severity group. 

* Separate clang-tidy's clang-analyzer-* warnings from
  other clang-tidy warnings.

Test: build with WITH_TIDY=1 and DEFAULT_GLOBAL_TIDY_CHECKS=*,-readability-*,-google-readability-*
