Merge changes from topic "regress"

* changes:
  Fix concurrency bug in bottom-up resolution walk.
  An ActionSet doesn't need to walk the graph.
  Create regression test to catch concurrency error
  Create regression test to catch WalkAction error.
  Fix tests so they can fail.
