Fix BOARD_RECOVERY_BLDRMSG_OFFSET CFLAG 

Including BOARD_RECOVERY_BLDRMSG_OFFSET in BOARD_RECOVERY_DEFINES turns
the define into a string. We need BOARD_RECOVERY_BLDRMSG_OFFSET to be an
int.
