5651: fix stop tor and apply per app config with orbot 16.6.2
Description
Since upgrade to Orbot 16.6.2 (!85 (merged)) stoping hide my ip doesn't work as expected (both radio buttons checked, and nothing happen until Advanced Privacy restart), and whitelisting of app isn't applied until tor restart. These are fixed in the version 1.3.0-orbot-16.6.2 of the tor module, actualy waiting for review : privacymoduletor!10 (merged)
