179 notification received in all language

Description

in few devices sms notification is not received while screen off

the issue was in few of language (one of Francais (France)), now it's fixed in this MR

Test environment

Download an APK

Test procedures

install an APK >> update Setting (Languages & Input) >> Languages >> Add a Language >> Select Francais >> Select France >> drag Francais language to top 1st one .

received an SMS Notification, also test Crash in Message app >> Side Menu (navigation draw) >> Settings>> Tap on Notifications (check is this screen open or Crash)
