Ignore the tests temporarily.

This is to measure the impact of OOM issue

The tests will be  re-enabled on Jan 22. Currently NexusLauncherTests are
100% failing due to b/385147987 and b/388258969 which blocks us from
measuring the OOM issue fix impact.
