Expose the weather widget as a normal widget

Description

The weather widget used to be a fixed view in the widgets panel. It is now exposed as a normal, allowing the user to optionally remove it. Note that the widget that Android sees is just a placeholder. The actual weather view is populated on the launcher side, so it will only work on bliss.
