Request report for sendMultipartTextSms() if required for any part

It requests the delivery report for a multi-part SMS sent through the
Carrier Messaging if an app requests it for any part of the multi-part
SMS since it depends on the app implementation and AOSP messaging app
requests the delivery report for the last part only.
