Fix incorrect ratchet rat families on multi sim device

RatRatcheter gets ratchet rat families config with default sub id.
That's causes incorrect ratchet rat behavior on multi sim device.
Modify to get config corresponding to phone subid.

Test: manual - Checked the correct ratchet rat behavior according
to carrier configuration.
