add to use the EntitlementStatus and PLMNAllowedList

1. update the EntitlementStatus per subId
2. to use as a satellite plmn list, If there is an entitlementPlmnList, use it. Otherwise, use the carrierPlmnList.
3. passing the merged satellite plmn list down to modem
4. using the merged satellite plmn list to identify satellite networks
