New APIs for SMSC address

Implemented the SMSC address interfaces called through the SmsManager
and unit test cases.

TODO: Remove getSmscAddress()/setSmscAddress() from Phone object and
RadioInfo in Settings and Car service should use new APIs instead.
Test: Manual & atest FrameworksTelephonyTests:SmsPermissionsTest
