Dump state of CarrierServiceBindHelper in UiccController.dump

CarrierServiceBindHelper used to dump state in SubscriptionInfoUpdater.
When it was moved to UiccController during SubscriptionManager
refactoring, it was missing from dumping state.

This CL brings it back since CarrierServiceBindHelper dumpstate is a key
info to debug CarrierService binding issues.
