IMS: Notify UI during DIAL error

When Telephony receives ERROR response for DIAL request, only
the call objects in IMS frameworks are cleared. UI is not
notified of the same. Hence, UI always shows 'Dialing' screen.

This changes ensures that UI is also notified at this scenario.
