Re-evaluate satellite profiles ranking when default SMS subscription change 

Bug: 350537879
Test: Manually changed default SMS subscription and verified
SatelliteController receive the event and triggered the re-evaluation of
satellite profiles.
Flag: com.android.internal.telephony.flags.carrier_roaming_nb_iot_ntn
