Update CallWaitingController, SYNC_FIRST_POWER_UP

Implement the configuration CALL_WAITING_SYNC_FIRST_POWER_UP
The configuration is same with CALL_WAITING_SYNC_NONE,
except that UE enables call waiting in the CS network
when the SIM gets changed or the device boots.
