Support NTN-Capable Subscription API

1. Update the value of SimInfo.COLUMN_SATELLITE_ESOS_SUPPORTED stored in the telephony db based on the KEY_SATELLITE_ESOS_SUPPORTED_BOOL value in the carrier config.
2. Change the column name from the COLUMN_IS_NTN to COLUMN_IS_ONLY_NTN in TelephonyProvider's SimInfo.
