Fix Icc not update after changed to RUIM 

update Icc after switch phone type from gsm to cdma. when update Icc,
DcTracker will be one registrants of IccRecords, hence when Ruim records
loaded complete, DcTracker will invoke onRecordsLoadedOrSubIdChanged to
handle EVENT_RECORDS_LOADED to create all apn list.
