Telephony: Only use usim mccmnc to update apn.sim.operator_numeric

In some SIM cards usim and csim can have different mccmnc. For APNs
lookup we only want to use usim mccmnc. This change updates the
apn.sim.operator_numeric property only in SIMRecords to make sure
it will not be set by RuimRecords.
