Remove FLAG_RECEIVER_INCLUDE_BACKGROUND from code to whitelist

Moved intents using the FLAG_RECEIVER_INCLUDE_BACKGROUND flag to whitelist
in framework-sysconfig.xml that implicitly adds the flag.
